Heads of State of the Central African Economic and Monetary Community (CEMAC) have fully put in place men and women to pilot all institutions of the sub-regional body. They have also reviewed the path covered in sub-regional integration, outlining new directives which if effectively implemented can take the six-member economic bloc up another growth echelon.
This is the outcome of an extra-ordinary Summit of CEMAC Heads of State chaired on April 9, 2024, through video conference, by President Faustin-Archange Touadéra of the Central African Republic in his capacity as the President of the CEMAC Heads of State Conference. It sought principally to appoint a Secretary General of the Central African Banking Commission (COBAC) and an assistant as well as review the path covered in reforms aimed at ensuring a smooth, equitable and sustainable rotatory policy that has been going on within CEMAC for quite some time now.
The April 9, 2024 Summit therefore examined the pending issue and opted for the appointment of Congo’s Marcel Ondele to the post of Secretary Ge- neral of the Banking Commission of CEMAC (COBAC) and Gabon’s Patricia Danielle Manon as his assistant. The Congolese who was until yesterday’s appointment Assistant Secretary General of COBAC replaces CAR’s Maurice Christian Ouanzin who could not continue occupying the strategic position given that his compatriot, Yvon Sana Bangui, had been appointed Governor of BEAC. CEMAC rule of equity does not allow more than one citizen of one country to head top level positions at the same time. This now fills the vacant positions and sets the stage for concerted efforts in bailing the CEMAC sub-region out of poverty and underdevelopment. Tuesday’s CEMAC Heads of State conclave came exactly two months after that of February 9, 2024 which endorsed Central African Republic’s Yvon Sana Bangui as BEAC Governor and Chad’s Mahamat Djibrine Souleyman as Director General of Studies, Finance and International Relations at BEAC. At that time, the Heads of State opted to review the post of Secretary General of COBAC on a later date. This was therefore the reason for Tuesday’s over two hours 30 minutes conclave.
