Local Governance : Regional Council Examines Account

This was during a three-day ordinary session of the regional council.

Members of the Littoral Regional Council met in Douala from May 26-28 to examine the different accounts of the structure. The ordinary session, presided over by the President of the Littoral Regional Council, Honourable Banlog Polycarpe, saw the presentation and examination of both the 2024 administrative and management accounts.
It emerged from the meeting that the budget adopted during the budget session held in December 2023 for the 2024 financial year had revenue and expenditure totaling 3,950,838,610 CFA francs. The integration of special authorizations for revenue and expenditure enabled the budget to be stabilized, with revenue and expenditure finally totaling 5,824,441,934 CFA francs.
The 2024 budget was broken down as follows: operating revenue of 1,443,780,847 CFA francs and investment revenue of 4,380,661,087 CFA francs, while expenditure stood at 2,372,322,283 CFA francs. These expenditures included 897,929,497 CFA francs in capital expenditure and 1,474,392,786 CFA francs in operating expenditure. In terms of annual performance, the President of the Regional Council noted that the overall rate of execution of the Board's budget for the 2024 financial year was 74.97%, that is., 60.39% for capital expenditure and 94.80% for operating expenditure.
On the other hand, the management account for the 2024 financial year was presented by the Regional finance controller in his capacity as Public Accountant. He pointed out that the figures were based on expenditure recorded in the SIMBA software package.
The concordance between the Authorizing Officer's Administrative Account and the Public Accountant's Management Account for the year ended 2024 shows a total revenue of 2,415,614,649 CFA francs. The excess of income over expenditure amounts to 434,761,978 CFA francs, which has been allocated to the 2025 budget. Specifically, 260,857,187 CFA francs has been set aside for investment reserves, while 173,904,791 CFA francs has been allocated for operating reserves.
