Guinea-Conakry : Constitutional Referendum Slated For September

If validated, the process is expected to pave the way for the return to democratic rule more than three years after the country experienced a coup d’Etat.

After slating September 21, 2025 as date for the holding of a Constitutional Referendum, the head of the Transitional Military Council in Guinea-Conakry, Mamadi Doumbouya has summoned the electoral body. The decree summoning electoral corps for the Constitutional Referendum was signed on August 4, 2025 by President Mamadi following several postponements. Prior to the decree, the government had embarked on a nationwide campaign to popularize the content of the new constitutional draft. In most big cities in the country, t-shirts, caps printed with “yes”, rallies and messages calling for participation in the Referendum are aired on state media and bill boards. The capital Conakry has been living to the rhythm of the popularization of the new constitutional draft. 
The opposition in Guinea has rejected the draft Constitution to be submitted for referendum at the end of September because it makes provision for the current military leader to stand for election. The Forces Vives de Guinée (FVG), a coalition of the main parties, unions and non-governmental organizations which calls for a return of civilians to power, “note with regret the non-renewal” of provisions of the transition charter on candidacies, in a press release published Monday. These provisions state that the president and military officials “may not run for office in either national or local elections”.
