United States : Massad Boulos Ends Four-Nation African Tour

During the visit that took him to DR Congo, Uganda, Kenya and Rwanda, the US special envoy held constructive talks with leaders of these countries.
President Donald Trump's Special Advisor for Africa, to the Middle East, and the Arab World, Massad Boulos has rounded off his tour of the Great Lakes region. The tour that took him to DR Congo, Uganda, Kenya ended in Kigali (Rwanda) on April 5, 2025 with a tête-à-tête. In each of the stopovers, the special adviser for Africa accompanied by Deputy Assistant Secretary of State for African Affairs, Corina Sanders, presented President Donald Trump’s vision for the different issues at stake.
In Kigali which was his last stop, AFP reports that discussions between President Kagame and Mr Massad centered on the immediate withdrawal of troops from the DRC, end support for the M23, how to be actively involved in the peace process to end the war in eastern DRC, ban sales of Congolese minerals, work on regional cooperation for the development of the sub-region and respect for rules and democratic governance in Rwanda.
Earlier in DR Congo’s capital Kinshasa, Mr Massad delivered a message of bravery from President Donald Trump to his Congolese counterpart, Felix Tshisekedi, for his steadfast determination to never sell even 1 km of land to invaders. They examined DRC-US agreement (Amani Prosper Plan) on rare earth minerals in exchange for security coverage. Discussed on how to end the war through sustained diplomatic efforts by all parties and how to make DRC a privileged partner of the U.S. in Africa and the world.
