Settlement Bill for 2023 : Government Details Income, Expenditure

Finance Minister, Louis Paul Motaze was before legislators of the National Assembly on November 18, 2024 where he explained how financial resources for 2023 were managed.


The State budget of Cameroon for the 2023 financial year was balanced in revenue and expenditure at FCFA 6,662.5 billion. How the money was raised and used during the said period was explained by the Minister of Finance, Louis Paul Motaze to legislators of the Budget and Finance Commission of the National Assembly headed by Hon. Rosette Moutymbo epse Ayayi. The Minister who was before the Commission on November 18, 2024 presented a comprehensive understanding on the context in which the State budget was executed, giving details on the entire execution process as per sector.
In order to attain financial equilibrium, the Minister explained to the Commissioners that the different mechanisms used by government to mobilise resources in 2023 included, project loans, public securities issue, bank financing, budget support and exceptional financing. Going by the Minister, as concerns the general budget, revenue amounted to FCFA 4,964.7 billion, out of a revised forecast of FCFA 4,716.5 billion, representing an implementation rate of 105.2 per cent. This is explained by the collection of oil revenue, tax revenues, customs revenues and non-tax revenues. On the general budget expenditure, implementation was to the tune of FCFA 4,993.9 billion out of the revised allocations of FCFA 5,455.6, representing an implantation rate of 9105 per cent, divided between current expenditure (95.3 per cent) and investment expenditure (80 per cent). With regards to the special appropriation accounts, the revenue execution amounted to FCFA 51.2 billion, out of the revised forecasts of FCFA 84.4 billion, representing an execution rate of 60.6 per cent. The related expenditure amounted to FCFA 23.7 billion, out of the revised forecasts of FCFA 84.4 billion, that is an execution rate of 28.0 per cent.
