Presidential Election : Government Commends Good Organisation

Below is the press release following this month’s Cabinet Meeting chaired at the Star Building yesterday October 30, 2025 by the Prime Minister Head of Government, Joseph Dion Ngute.

“Presided at by the Prime Minister, Head of Government, His Excellency Joseph Dion Ngute, a Cabinet Meeting was held on Thursday, 30 October 2025, from 10 a.m. at the auditorium of the Prime Minister's Office, with the participation of Ministers of State, Ministers, Ministers Delegate, and Secretaries of State.
The following items featured on the agenda:
1.    special statement of the Prime Minister;
2.    statement by the Minister of Finance on "The Stakes, Challenges, and Prospects of Cooperation between Cameroon and the International Monetary Fund';
3.    statement by the Minister of Trade on "The State of Progress in the Preparations for the 14th Ministerial Conference of the World Trade Organization (WTO) to be Held in Cameroon";
4.    miscellaneous.
In his special statement, the Head of Government noted that this was the first strategic meeting of the government since the official proclamation of the results of the presidential election of 12 October 2025  which marked the resounding re-election of the president of the Republic, His Excellency Paul BIYA. He commended the smooth conduct of the electoral process, which once again demonstrated the strength of the country's institutions and the vitality of Cameroon's democracy. The Prime Minister urged members of government to promote calm within their respective environments by raising awareness that obstinacy and violence have already shown their limits for our peace-loving people. A minute of silence was observed in memory of compatriots who lost their lives during the post-election unrest.
At the end of this introductory address, the minister of Finance indicated that cooperation between Cameroon and the International Monetary Fund (IMF) took a new turn in 2017 with the signing of an agreement under the Extended Credit Facility (ECF) for the 2017-2020 period. This agreement was aimed at mitigating the effects of external shocks that had affected the CEMAC zone in general and Cameroon in particular. The programme, supported by assistance from our traditional international partners, was based on the implementation of structural reforms designed to consolidate the government's macro-budgetary position, strengthen the public finance management framework, and improve the regulatory and institutional environment. It also sought to enhance the competitiveness of productive sectors. Its implementation took place in a challenging context, notably marked by the fire at SONARA, which led to the suspension of refining activities, as well as by the outbreak of the Corona virus pandemic. The programme came to an end in September 2020.
The minister of Finance then recalled that a new "second-generation" programme was approved by the IMF Executive Board on 29 July 2021. This programme was supported by the Extended Credit Facility (ECF) and the Extended Fund Facility (EFF). It aimed to promote strong and inclusive growth, backed by adequate financing and a fiscal policy consistent with post-COVID-19 recovery efforts. In January 2024, the government concluded an additional agreement under the Resilience and Sustainability Facility (RSF), for a duration of twelve months, in order to incorporate climate change considerations into the implementation of reforms. This second programme came to an end on 28 July 2025.
From the presentation of the minister of Finance, it emerged that, despite a few observed deviations, the IMF Executive Board found the various performance reviews of the two programmes implemented since 2017 to be satisfactory. These programmes helped stabilize the macroeconomic framework and energize structural reforms in several key sectors. The agreements concluded also enabled the State to mobilize substantial budgetary support and to access private capital markets with greater ease.
Given the recent conclusion of the latest programme-the minister presented possible options for continuing cooperation with the IMF, highlighting their respective strengths and constraints. In the meantime, institutional dialogue will continue through the economic surveillance consultations conducted by the Fund .
