The Child-friendly Municipality: UNICEF’s Blueprint For Modern Local Governance

As Mvengue Council in the Ocean Division of South Region on May 7, 2026 joined Bikok, Tiko, and Abong-Mbang Councils, the "Child-friendly Municipality" Initiative, CFCI, is increasingly seen not just as a social programme. But as a rigorous framework for modern local development in Cameroon.
Child-friendly Municipality?
According to Nadine Perrault, United Nations Children’s Fund, UNICEF Representative in Cameroon, the initiative is a multi-sectoral approach where the municipality commits to placing the rights, needs, and priorities of children and adolescents at the absolute center of public policies, services, and - most importantly - the budget. It is the practical application of the Sustainable Development Goals (SDGs) at the communal level.
Strict Enrolment Requirements
The path to being recognized as a Child-Friendly Municipality is not automatic. As highlighted during the Mvengue working session, there are several mandatory prerequisites: The interest must come from the Mayor and the entire municipal council, signifying a unified local government stance.
A municipality must conduct a thorough assessment to understand the specific situation, challenges, and opportunities for children in their local context. An inter-sectoral consultation framework is a governance requirement that brings together all components of society - traditional leaders, religious groups, the private sector, and civil society. A hallmark of the programme is that children must have a voice. Platforms must be established where children can participate in discussing the policies that affect them.
Importance Of CFCI
The importance of this initiative lies in its ability to address "invisible" problems through "structural" solutions. In many councils, like Mvengue, the lack of birth certificates is a "top priority". Without civil status, a child is legally invisible, cannot take national exams, and is more vulnerable to exploitation. The CFCI forces a local government to tackle these administrative hurdles head-on.
The initiative addresses both physical and digital infrastructure. As seen in Abong-Mbang in Upper Nyong Division of East Region, this can mean the distribution of tablets and the training of supervisors in digital technology. It also addresses basic needs, such as ensuring schools have enough teachers and didactic materials, as highlighted by Mayor Ambassa Theodore.
Provider Of Essential Services
CFCI often serves as a catalyst for essential services like drinking water. The Special Council Support Fund for Mutual Assistance, FEICOM General Manager, Camille Akoa, notes that water is a source of dignity and a fundamental right. By centering projects on the well-being of the population, councils build more resilient territories.
A key pillar of the partnership is ensuring a safe environment free from violence and child sexual abuse. By involving youth associations and populations in the protection framework, the initiative creates a community-wide "safety net" for the vulnerable.
The FEICOM-UNICEF Synergy
The technical and financial partnership between FEICOM and UNICEF is the backbone of this initiative in Cameroon. FEICOM provides the financial muscle for structural projects - like school canteens, computer labs, and eco-parks - while UNICEF provides the technical expertise to ensure these projects align with international child rights standards.
With the partnership renewed on May 7, 2026 until 2029, the goal is clear: To move beyond one-off projects toward a sustainable, inclusive model of governance where every child is "protected and heard." For Mvengue, the target is June 2026; for the rest of Cameroon, it is a blueprint for the future.
