Labour and Social Security : Need To Formalise Informal Sectors

This was the focus of the 47th session of the Social Dialogue Consultation and Monitoring Committee which held yesterday, October 28, 2025 in Yaounde.

Members of the Social Dialogue Consultative Committee have discussed the need to regulate the informal sector, which, according to the 3rd Survey on Employment and the Informal Sector, accounts for approximately 86.60 per cent of employment in the country. Discussions took place during the Committee's 47th session, chaired by the Minister of Labour and Social Security, Grégoire Owona, yesterday, October 28, 2025 in Yaounde.
During a presentation on “Regulating the Informal Sector: Integration into the Formal System,” trade unionist, Silvere Elomo, explained that the informal sector is characterised by businesses that are not incorporated as establishments or limited liability companies (SARLs), with a required capital of FCFA 100,000. He noted that the informal activities encompass a range of income-generating activities carried out at various levels, often outside the purview of administrative regulation. He also revealed that the average monthly income of informal sector workers is estimated at FCFA 83,409. Despite government efforts, the development of the sector remains stagnant. According to him, the formalisation process of the sector is hindered by persistent administrative bottlenecks, bureaucratic hurdles, and complex procedures that significantly delay file processing. Silvere Elomo underscored that the informal sector has profound social and economic implications. Because it provides vital income for many citizens, he stressed that targeted support is crucial for sector operators. This, he noted, because the formal sector is making tangible progress, driven by concerted efforts from officials.
